They are? Hrm, I google imaged that and got weird shoe coverings instead...I've sometimes heard it referred to as 'boy shorts' as well, but I don't think that's their real name.

They are called spats, look it up as Spats shorts. They're pretty much workout shorts in Japan, but a specific shoe is also called by the same name. :p J-list talks about them every now n' then.
