I'll give you one guess at which mod it was.
Anyway, yeah LAH is a complete and utter mess. There are stickies that should have been removed long ago. There are old threads that have long since died and nobody ever checks anymore. I'm not talking about picture threads, but like two post request threads or threads pointing to websites that don't exist anymore. You know there's a thread around here that filled with spam? Just 10 posts of the same person who changed their posts to point to a spam site. I found it a while back and never mentioned it. I really would like to see this place lose some of it's garbage.
Also some examples of things that have long since lost their validity in being stickied:

Ugh, I don't know about "people who just joined"; but I guess the flood of threads is what I call "messy".
Maybe put sub-forum like in the LAH Download there will be:
LAH Download - Manga
LAH Download - Games
etc.
Right now, it's kind of a big orgy of games/comic/anime in the Download thread. And if someone just wants new comic, they have to check every new thread.
And err, I didn't really put the original post as a serious suggestion, but kinda was just ranting post. Hence, I put it in the pub. haha.
But thank you for listening to the people. 
p.s. yeah...I'm a very old member...I just don't post that much...and people think I'm a newbie.

I keep saying this and people keep ignoring it, but there is a suggestion
site open at http://lah.uservoice.com
What I could offer would be a choice for the uploader to pick what he is
uploading, which would mark the thread with a corresponding symbol.
But for now, no sub-forums.
