Can't say I'm getting that error, could be something to do with your Unicode, not sure?

Anyways, obvious steps
1) From folder baby_DL > install > baby > baby_Arc.exe
2) Double click that to bring up the install window.
3) Should extract all the files, default directory being Program Files > Sage > baby
(this is all winxp)

Beyond that not sure unless I know what error you're getting.

I did finish install, but when I double click on Baby.exe, it pop up a error
something about Script and ANSI convert to Unicode.........
2 bad I can't play it.....

Because you say Unicode, I think you need to switch to Japanese unicode or use applocale.

I used applocale & I get this error: translated with google

I did used applocale and I got the same error as adajkgb, region setting is also not work for me, my XP hang. My antivirus is using up all my CPU after I switch the region to Jap.....

I found a tool to fix it!
The soft is call NTLEA 0.86beta, the UI is in Chinese.
Just dwonload it, and set add option to right click, then right click on Baby.exe and select run with NTLEA, it's done!
